One wonderful piece of legislation is on its way to be voted in California: if agreed, it would oblige utilities to have not the traditional minimum share of renewable sources in their energy mix, but a minimum storage capacity of 2.25% of daytime peak demand by 2014 and 5% of peak demand by 2020.
This storage capacity would be possible by the usage of technologies such as utility-scaled batteries, pumped-hydro storage stations, compressed air storage, hydrolysis of water + fuel-cells, etc…
There would be a greater interest to invest in R&D, resulting in making these technologies cheaper, more widely adopted, and thus making electricity generation from renewable sources (especially solar) more feasible, since renewable energies are not available all the time (one of their biggest weaknesses).
This law would also result in more active load shifting programs by utilities in order to reduce the peak demand and require less storage capacity. Energy efficiency programs as well as demand side management schemes will also be of greater interest as they can significantly reduce the peak demand.
I find this idea very cleaver as it targets the daytime peak demand for the first time,indirectly promoting electricity generation from renewable sources, energy efficiency, and demand side management all in the same time.
I cross my fingers to see this law voted and enforced.
